In his lab in Arkham Tower, Mayor Edward Nigma Fisk, in his devious persona The Big Question, the quizmaster crimelord supreme, sat in his private lab in front of a massive computer screen. Alongside him was Query, formerly his unfaithful wife, Vanessa Fisk. She was brainwashed by one of Fisk's mind control devices, and was now more of an assistant than a spouse. She was dressed in a green bodysuit which was covered in black question marks.
"Riddle me this, Query my dear," said Fisk. "Who opened Pandora's Box?"
"Why...Pandora of course," said Query, still showing as little emotion as she did as Vanessa Fisk.
"Correct... and what did Pandora find when she opened the Box?"
"Evil."
"Only partially correct. What she found was an alternative to what was then the order of things. What she found was inevitable change. It is time for the Big Question to open his own Pandora's Box. It is time to give this dull city an alternative to it's order..." Fisk pressed a green button with a black question mark on it. "It's time to bring change."
Moments later, a new commercial for FiskCo. Games and Puzzles:

Logan watched his replaced big screen television and saw the commercial, "Dammit, Fisk. What do you got planned this time."
He finished off his beer and got out of his chair, "Jubilee, downstairs! Now!"
After hearing no answer Logan remembered that it was the weekend, Jubilee was at the Titan Tower. He was wondering why it was so quiet around here. Wordlessly he headed to the back room and to the secret compartment that lead to the Burrow.
====== Elsewhere in the Sanctum of Fate, "Master, if I might?" Mxy asked Doctor Strangefate as he stood upon his Throne of Fate.
"Speak." came the voice of Doctor Strangefate.
"Mayor Edward Fisk has a new advertisement for a contest. I do not believe you authorized him to do so." Myx added.
"Edward Fisk does as he does, I do not control him, I merely helped him to become mayor." Strangefate replied, though he knew of Fisk's criminal nature he was beneath the concern of one such as Doctor Strangefate.
"I meant to ask why exactly d-" Myx started to asks before being cut off.
"My reasonings are not for you to determine or to judge. Remember that you are my servant, bound by magick to serve me until I release you. I do not seek your council." Strangefate said angrily.
Myx sighed, "That is true... master."

The button Big Question pressed activated a device in an old warehouse downtown New Gotham. The building glowed green, awaiting the arrival of Big Question's rugged adversary.

The riddle wasn't hard for Dark Claw to decipher, in fact to Dark Claw it seemed to be one of his easier ones.
The obvious answer is a Fiddle. But Fisk was nothing if not for double meanings the "Prime" part concerns the code. It was an obvious call to remove the Prime numbers from the code at the end of the advertisement.
He arrived on a rooftop across the street from 689 Fiddler's Street. And planned his next move.

Fisk watched the arrival of Dark Claw via a hidden camera.
"The first riddle is solved, and the game has begun, Query," he said to himself. "Let us see how well the clawed menace plays." he then pressed another button under a small sign reading "holographic projector."

Dark Claw jumped to the other building and came in through the sky light, looking carefully at what was around him.

Suddenly, a disguised, amplified voice was heard via a sound system within the building.
"Dark Claw, don't think for a moment that I don't know you're there!" said the voice of the Big Question. "The Big Question knows all. Come in, old boy. I wish to ask you something."

Dark Claw smirked, "Okay Fisk, I'm listening. What I want to know is why the Mayor of Gotham seems obsessed with ruining the platform he ran on. Criminal behavior... really Fisk... I expected better."

The hologram of Big Question appeared in front of Dark Claw.
"That's too bad, Dark Claw, I was hoping we could talk about my Fifth Horseman," said the hologram. "But we can save that for another TIME. Instead, I'll ask you about four kings. You see, there were four kings at war; one ruled the north, one ruled the east, one ruled the south, and one ruled the west. At the end of the day, who had the upper HANDS? Solve the riddle and you'll find the honorable Mayor Fisk. Perhaps you'll get your answers then. Hmmm?" The hologram then disappeared.
